China and US manoeuvre ahead of climate talks

China's top climate change officials have attacked a US proposal to place tariffs on imports from those countries that do not place a price on carbon.
The country's officials also say that consumers from developed countries should be responsible for carbon emissions generated by manufacturers in exporting countries.
