US rate policy hampered

Spare a thought for the US Federal Reserve as it faces a thorny dilemma.

The Fed's interest-rate setting committee is now meeting, fully aware America's economy needs all the help it can get. The problem is, of course, that official US interest rates have already been cut to just above zero.
