Calls for cultural test for workers in Australian indigenous communiti

Indigenous leaders in Queensland are calling for anyone who wants to work in their communities to first pass an exam in cultural awareness, before they're allowed entry.
The leaders say that outsiders would have to qualify for a "black card", similar to the state's "Blue Card", which accredits people to work with children. The proposal was initially raised in the central Queensland community of Woorabinda, where the local Aboriginal Shire Council is already in the process of developing the card.
