Updated October 23, 2009 11:56:55

ASEAN countries will inaugurate their first regional human rights agency, when they meet in the town of Hua Hin in Thailand.

The Thai Prime Minister, Abhisit Vejjajiva, is going all out to impress with air force helicopters on standby and security forces thick on the ground, ready to tackle any trouble. Mr Abhisit is haunted by the events of last April, when regional leaders had to be evacuated after protesters breached security lines and stormed the summit venue.

Presenter: Karen Percy, Southeast Asia correspondent
Speaker: Dr Sripapha Petcharametsee, Thailand's representative on the ASEAN Inter-governmental Human Rights Commission; Surin Pitsuwan, ASEAN secretary general; Sunai Phasuk, Human Rights Watch.
