Global leaders urged to make effective decisions to mitigate floods

As Thailand struggles with its worst floods in decades, the government is preparing a master plan to prevent a repeat of the disaster.

The floods have killed more than 400 people in Thailand, affecting three million others and crippled Thailand's industry and crop production.

Three-quarters of the country have been submerged for weeks.

Prime Minister Yingluck Shinawatra has proposed that part of a $US25 billion recovery fund will be used to better manage water systems and flood defences.

Building flood resilience and doing this through national-level decision making, is the topic of a major new report by the World Resources Institute.
