Australia has announced it will sign up for a second phase of the Kyoto Protocol on climate change.

Its seen as an interim measure as negotiations continue for a new global agreement to be finalised in 2015 and to start in 2020.

Climate Change Minister Greg Combet says it commits Australia to reduce carbon emissions to a minimum of five per cent below 2000 levels by 2020.

However, there's been a mixed response to the announcement.
