Updated 6 August 2014, 8:42 AEST

Just at a time when rugby league is expanding rapidly in the Pacific comes news that the road to future World Cups may be narrowing for the Pacific teams.

Both Fiji and Samoa are guaranteed spots at the next World Cup in 2017, having made the quarter-finals last time.

But at least one of the region's other representatives from 2013, PNG, Cook Islands and Tonga, will miss out next time under new qualification rules with places for Asia-Pacific teams apparently being reduced from three to two.

Tas Batieri is International Development Officer with the Rugby League International Federation.

He says rising participation in rugby worldwide means the bar has to be set higher.
