Changing Pacific police culture not easy or quick

There have been several high profile instances recently showing police using their authority in questionable ways, in several countries.

There have been internet videos allegedly showing police using force against an escaped prisoner in Fiji, setting dogs on a betel nut seller in PNG, and a death in custody in Tonga.

But attempts are being made to combat this, with Pacific nations getting help from overseas.
