Fiji's Citizens Constitutional Forum says the murder of a five-year-old child could have been prevented.

The Forum's chief executive believes the insistence by the Social Welfare Department that a marriage certificate be produced by the parents before officials would intervene may have contributed to the child's death.

Reverend Akuila Yabaki claims the murder of the child is a serious breach of the Convention of the Rights of the Child.
