While the International Womens Development Agency IWDA welcomes the aid budget placing gender equality and women's empowerment as a key priority.

...they say its a double edged sword.

IWDA CEO Joanna Hayter says its the first time women have featured this prominently in a budget but there is not enough money to support the ideal.
