Moscow Sevens judged a success despite small crowds

New Zealand won the mens and womens tiltles at the recent recent rugby 7's World Cup in Moscow.

While the competiton was of the standard to be expected the crows were disappointing. The IRB accepts that the crowds were not good, but says the quality of the competition, and the viewing figures, means it had a big following.
