Leaders from Pacific Island Forum States will start formal talks tomorrow.

High on the agenda will be an independent review that the Forum Secretariat commissioned to assess its own operations.

A leaked draft of the review report's been seen by the ABC - and it's hardly complementary.

It says the Secretariat is out-of-date, and that the Forum's affairs are overly dominated by Australia and New Zealand.

And it lays out a grand vision for the Forum to become the region's central policy agency - to advocate internationally on its behalf, and support regional security, economic and trade initiatives.

Corinne Podger spoke to Tarcisius Tara Kabutaulaka at the Center for Pacific Islands Studies at the University of Hawaii - who says the review's authors are right, but the vision's still a long way off.
