Opponents of a proposed multi-million dollar casino in Saipan are trying to get the issue listed as a referendum item at November's election.

The Marianas Economic Research and Development Foundation says if the proposal is defeated at the referendum the Commonwealth of the Northern Marianas will have to scrap the project.

Foundation director Russell Schow says Brian Abbott the Saipan casino would likely become a haven for organised crime as it would have the lowest tax rate of any casino in the world.
