Members of the Partners to the Nauru Agreement are gathering in Manila later this week to discuss outstanding conservation and management issues.

One of the issues for distant water fishing nations are the restrictions in designated pockets in the high seas.

The eight tuna-rich Pacific Island countries or PNA have told the powerful distant water fishing nations their ban on fishing in the high seas is non-negotiable.

Pressure to open up the high seas again is coming from the US, European Union, Japan, Taiwan Phillipines and China.
