Prohibition not the answer to PNG's alcohol abuse

The governor of Papua New Guinea's National Capital District wants to amend the constitution to regulate and control the use of alcohol.

Powes Parkop says a change to the constituion is necessary to allow police to deal with the drunk and disorderly.

Mr Parkop says he won't be calling for a ban on alcohol because his betel nut prohibition measures introduced last year aren't working.
