The leader of Burma's pro-democracy movement, Aung San Suu Kyi, is due to end a five year period of house arrest, but analysts say her release is unlikely.
The leader of the National League for Democracy party has been detained for 13 of the last 19 years.
Her party won an overwhelming victory in the last free elections in Burma in 1990, but the military refused to hand over control.
At the weekend, the junta completed holding a referendum on a new constitution, which it describes as part of a road map to democracy.
Critics say it would only entrench military rule.
