Tokyo to enforce greenhouse emission cuts

Japanese officials in the capital Tokyo have announced plans for new rules to force industry to make big cuts in greenhouse gas emissions, as the country struggles to meet its obligations under the Kyoto Protocol.
A city environment bureau official says it's hoped that by 2020, the capital will be able to cut emissions by 25 percent on the levels they were in the year 2000.
The prime minister, Yasuo Fukuda, has yet to create a national emissions cap system, but Tokyo governor Shintaro Ishihara has announced a system for the capital, which will be submitted to the Tokyo assembly next week.
If approved, the plan will require major businesses to cut back on emissions from 2010, and will set up an incentive scheme allowing the trading of emissions credits.
