Australia's Prime Minister Kevin Rudd has defended his handling of Australia's relationship with Japan, as he approaches his first official visit to the country.

Naomi Woodley reports the Federal Opposition has accused Kevin Rudd of snubbing Japan and other regional powers, in favour of strengthening Australia's relationship with China.

Mr Rudd says Australia's links to Japan remain strong.

He says he'll raise the issue of Southern Ocean whaling with his Japanese counterpart, and also hopes to strengthen the security relationship between Japan and Australia.
