The Pentagon announced in October 2005 that a majority of the US Marines stationed in Okinawa, Japan, will relocate to Guam by 2014.
Mr Camacho and the federal officials say they want to tackle the various impacts the relocation of the Marines will have on Guam.
The navy and the air force are also planning to increase the numners of thier personnel on the island.
It is estimated that the military buildup will result in up to 40,000 new residents.
