Afghanistan wants billions of dollars for reconstruction

Afghanistan's President Hamid Karzai has launched a campaign to raise $US50 billion dollars for reconstruction and development.
He presented the five year plan to a conference of potential donors in Paris.
The United States has already said it will donate more than 10 billion dollars.
The Australian Government says it will provide an extra 250 million dollars in aid to help the reconstruction effort.
And President Nicolas Sarkozy of France has announced his country's financial aid would be more than doubled with priority given to agriculture and health.
Aides have put the figure at 165 million dollars over the next two years.
However, relief organisations have complained that too much international aid is spent on security while development projects vital to fight poverty and strengthen the state are neglected.
