The United Nations has condemned "in the strongest terms" a suicide attack outside the Indian Embassy in Afghanistan which killed 41 people and wounded 147.
Monday's attack was the deadliest in Afghanistan's capital since the fall of the Taliban seven years ago.
Afghan President Hamid Karzai told Indian Prime Minister Manmohan Singh that Afghanistan would do all it could do identify the attackers.
As in other recent high-profile attacks, Afghan officials hinted at involvement of Pakistan, India's archrival.
Acting president of UN Security Council, Le Luong Minh, read out a statement from the Council saying no terrorist act would stop development in Afghanistan.
"The members of the Security Council condemned in the strongest terms the terrorist suicide attack that occurred at the Indian embassy in Kabul," he said.
"No terrorist act can reverse the path to its peace, democracy, and reconstruction in Afghanistan."
