The author of the long-awaited report into the violence that occurred during East Timor's independence vote says it was completed with 100 per cent consensus among commissioners.

The Commission of Truth and Friendship report will be released to the leaders of East Timor and Indonesia on Tuesday.

Stephanie March reports from Dili East Timor's chief CTF commissioner Dionisio Babo Soares says at times it was difficult to bring together opposing views of those working on the report.

He assures that everything included in the final report was achieved with 100 per cent consensus from all commissioners.

The report calls for an apology from both countries for gross human rights violations committed during 1999.

But Soares warned not to expect too much from the official handover of the CTF to East Timor and Indonesia's leaders in Bali on Tuesday.

"We expect the two governments to come up with a joint statement, [but] we don't expect them to delve into making any statement that has to do with recommendations because this is something that will be done later on."
