South Korea's ambassador returns to Tokyo

The South Korean ambassador to Japan has returned to Tokyo, three weeks after he was recalled by Seoul over a territorial dispute between two nations.
Speaking to reporters in Tokyo, Kwon Chul-hyun urged Japan to implement tangible measures to build confidence in relations with Seoul.
Last month Japan angered South Korea by announcing plans to include a claim to a disputed series of islands halfway between the two countries in school textbooks.
