Indonesia's foreign minister has indicated his nation's willingness to listen to a clemency plea from Australia on behalf of three members of the so called Bali Nine on death row.

The Australians were convicted over a plot to smuggle about 8 kilograms of heroin from Bali into Australia.

Foreign Minister Hassan Wirajuda says while the Indonesian government has never had a formal moratorium on carrying out the death penalty, Indonesia rarely carries out executions.

Mr Wirajuda says he expects a plea for clemency from the Australian government on behalf of the Bali Nine's Andrew Chan, Myuran Sukumaran and Scott Rush once all their legal avenues have been exhausted.
