Taiwan's former president Chen Shui-bian has apologised for failing to fully declare his past campaign funds, but has denied embezzling money from the government.

Speaking to reporters, Mr Chen said that without his knowledge, his wife had transferred some of the campaign money abroad for him to use in public affairs after he left office.

Without disclosing the amount he said the money had nothing to do with a probe into whether he has pocketed presidential special expenses.

Last week, the Next magazine reported that Mr Chen had transferred some $US9.5 million of misappropriated funds to the United States.
