A cyclone action group says thousands of lives are being put at risk this cyclone season, because public shelters in Australia's Northern Territory are not built well enough.

The Association for Mitigation Studies of Top End Cyclones says the Territory's cyclone shelters can only withstand category four cyclones, not category five.

The Association's Mike Nicholls has been advocating for stronger shelters for years and says he's disappointed nothing has changed.

"The first priority is to provide for public safety, there should be an immediate program of building new and bigger public cyclone shelters," he said.

"There should also be a program to encourage people to provide in-house cyclone shelters with the sufficient standard."
