American Samoan Bill to ban plastic bags comes step closer to law

America Samoa could soon become the first US State or Territory to ban plastic bags, with a bill passing its second reading in the House of Representatives on Monday. The bill's sponsor hopes it will pass a third reading before it goes to the Senate for final approval.
