Campaigners predict whaling meet to achieve nothing

The 61st Annual meeting of the International Whaling Commission has now begun in Portugal. Usually, the assembly is the annual occassion when delegates from 83 countries determine how many whales can be killed in the next 12 months. But Greenpeace says this meeting will achieve nothing because of the continuing standoff about Japan's scientific whaling program.
