Pacific bulk fuel buy going slowly

While the Pacific's bulk fuel buying project has been discussed at regular Pacific Island Form meetings, there are still only a handful of Pacific island countries that have signed-on to the deal. The Executive Officer in the Pacific Plan Office says it's going slowly.
