Cook Islands hands down big spending budget

A new budget has been handed down in Cook Islands. It's big on promised infrastructure spending, but admitting to a lower than expected surplus. Tax revenue also fell short of the anticipated figure. There have also been developments on the political front, with revelations of an attempt to forge a new coalition in parliament.
