UN 'red tape' delays Solomons reconciliation efforts

The Solomon Islands Truth and Reconciliation Commission has had the start of its proceedings delayed, awaiting the arrival of two United Nations Development Program commissioners. The two expatriates had been expected in Solomon Islands three months ago, but the government says they've been held up by UN red tape.
