Concern for education as Hawaii introduces furloughs

The US Pacific state of Hawaii has introduced furloughs for all state employees, forcing many to take two days of unpaid leave per month for the next 20 months. There's particular concern about the impact of the move on the education sector, with students set to be without teachers for 17 days of the school year.
