New Caledonia voting changes place citizens first

In 1998 the Noumea Accord created a new separate category of citizenship for New Calednonians, and ever since then concerned citizens - particularly the Kanak community - have worked tirelessly to protect the rights of locals over those of their French national compatriots.
This was the subject of a seminar in Canberra at the Australian National University yesterday, titled Under a New Flag? Defining Citizenship in New Caledonia - and the speaker was journalist Nic Maclellan. He begins by describing the recent circumstances that found 18,000 citizens removed from the electoral rolls.
