Expert on East Timor says police need cultural change

Dr Damian Kingsbury an expert in East Timor politics and society from Deakin University says claims by Sebastiao Dias Ximenes, East Timor's human rights monitor, that Timor's police are worse than the Indonesians during occupation are 'drawing a long bow'.
