Philippines welfare doing more harm than good

In the Philippines, poverty has made many children homeless, leaving them vulnerable on the streets of Manila, where luxury apartment blocks and shopping centres sit beside squatter settlements.

Now, some observers are saying that the welfare authorities assigned to protect the children, often do more harm than good. Cameron Sugden, an anthropology major from the Australian National University was in Manila six months ago, where he spent time with the street children. Cameron wrote a report for the NGO, Bahay Tuluyan.
